We are planning to buy a house under construction, deliverable to us in November 2009, in rural Portugal.
Question  #1 :
Under your description of COSTS, do we have to pay 20% VAT because it is a new construction ? 20% of what amount ? 200 000€ we will pay to the seller /constructor ?

Question # 2 
Since it is a new construction, does it also mean that we do not have to pay the Tranfer Tax, which only applies to resale properties, as mentioned in your article. 

Question # 3 
If it is a resale property, what percentage of the purchase price does the Tranfer Tax represent ?

Question # 4
Legal charges is 1 to 2% of the purchase price ?
